New president takes over in Paraguay, vows to cut poverty

ASUNCION, Paraguay — Mario Abdo Benitez took over as Paraguay’s new president on Wednesday, replacing a seemingly disgruntled Horacio Cartes, who left the inauguration ceremony before it finished.
