Da Shadow: Speed limit, transfer station

Editor’s note: Old-timers might still remember the introduction from The Shadow radio program: “Who knows what evil lurks in the hearts of men? The Shadow knows!” Jerome Freitas, a retired state Department of Transportation worker who is now known as Da Shadow, has been meeting with government representatives about problems he has discovered or that have been reported to him, and reporting the county’s responses.

Kapaa

Malu Road

Can the speed limit on Malu Road be reduced? What is the process to do so?

Speed limits are determined by the Engineering Division, based on our County Traffic Code, Sec. 16-5.1, which sets a speed limit of 25 miles per hour in a residential district. Any modification of the posted speed limit would require approval of the County Council.

Kapaa transfer station

What is the status of the faulty machine at the Kapaa transfer station?

Repairs to the mixed waste hopper at the Kapaa refuse transfer station are complete and normal operations resumed on Tuesday, April 5. The hours of operation at all of the transfer stations are 7:15 a.m. to 3:15 p.m. For more information about solid waste services, please go to the county website, www.kauai.gov.

Aliomanu Road

What is the update of the erosion repair on Aliomanu Road? Also, there is a storm drain on Aliomanu Road that is in disrepair.

The Public Works Engineering Division has placed temporary emergency sandbags against the undermined portion of Aliomanu Road as an interim measure, as it works to pursue permanent repair of the erosion along roughly 400 feet of the roadway. A consultant has been hired to assist the county in obtaining the necessary coastal permits and shoreline certifications, as required, as well as execute a supplemental Environmental Assessment. Community outreach meetings will be held in the area to discuss the planned work in detail. Public notice will be given for any future meeting. For more information, contact Donald Fujimoto at 241-4882.

Anne Knudsen Park

What is the status of the pedestrian bridge at Anne Knudsen Park?

Once manufacturing of the pre-fabricated pedestrian bridge is complete, it will be installed by the contractor. This project should be complete by summer of this year.
