Is sent In strong opposition to the proposed amendment that would allow
parasailing.
A few reasons for my opposition are as follows and are listed
in no particular sequence of importance.
1. In evidence at one public
meeting there was only one person, the applicant, in favor of this proposed
amendment. His place of business, residence and financial capability to
undertake such an operation was not disclosed.
2. The applicant stated the
Lawa’i Beach Resort was in favor of the proposal. No documentation of this
evidence was presented. Councilman James Tokioka stated that the current
General Manager of the Lawa’i Beach Resort and also President of the Po’ipu
Beach Resort Association, Henry Perez, were opposed to the concept.
3.Why
should the state permit dangerous boating activities along Kaua’i shores, which
would increase the county’s liability and costs, when the county can not
currently protect shoreline controlled by the state? Will the state or
applicant provide funding sufficient to pay for additional monitoring,
enforcement and safety?
4.Will the proposed amendment close the area during
the endangered Green Sea Turtle birthing cycle from approximately June through
September?
5. What additional native species (monk seal, bottom fish etc.)
will be disturbed? This is the only remaining area in the Hawaiian Islands
where bottom fishing is still economic. How many jobs will be lost if the
bottom fishing is lost? Dr. Don Heacock’s input should be obtained and
documented.
6. What will be the affect on surfing? Surfing shops and beach
wear contributes significantly to our island economy.
7.What is the written
definition of a parasail craft? Will this amendment open the area to Jet Skis
pulling a parasail? A parasail is something in the air – not a boat in the
water!
8.Why is an environmental report not required when there is such
potential pollution/disturbance to the known and unknown natural
habitat/environment?
9.What noise levels will be permitted, or not
permitted?
