Two residents made bail and one remains in custody after being arrested during a traffic stop on suspicion of third-degree promotion of a controlled substance, a vice narcotics division official said yesterday.
David Olivarez, 36, of Kapa‘a, was arrested on three counts of possession of drug paraphernalia and four counts of third-degree promotion of a dangerous drug, according to Lt. Eric Shibuya.
Ricky Hadley, 32, also of Kapa‘a, was arrested on three counts of third-degree promotion of a dangerous drug and four counts of third-degree promotion of a detrimental drug.
Both Olivarez and Hadley each posted $25,000 bail.
Samuel Paulo, 53, was arrested for three counts of possession of drug paraphernalia and four counts of third-degree promotion of a dangerous drug. He is in custody at Kaua‘i Community Correctional Center on $45,000 bail.
The three men were charged after a routine traffic stop Sept. 22 in which Paulo was found to have been in violation of his parole by failing to be in compliance with sex offender registery laws, according to police.
During the traffic stop, according to police reports, officers noticed a marijuana cigarette in the car.
Based on that, police then obtained and executed a search warrant and found less than 1/8 ounce of crystal methamphetamine, enough to constitute intent to sell. If convicted, the “ice” related Class C felony charges could yield up to five years in jail.
All three men have been charged in connection with posession of both drugs, according to the vice and narcotics division.
