KAPA‘A — The state Department of Transportation will not reopen the temporary Kapa‘a bypass road for another week as recent rainstorms have delayed resurfacing work.
DOT officials had expected to reopen the bypass road today, said spokesman Dan Meisenzahl. It is now scheduled to handle motorists by May 23 as long as the weather cooperates.
“I know it’s been a big inconvenience for the public,” Meisenzahl said. “We’re really sorry about that. … The asphalt wouldn’t bind with the aggregate because there was so much moisture and water.”
DOT began the project to repair the Kainahola Stream Bridge on the temporary bypass road on April 11. It closed completely on April 25. Additional work included resurfacing the road, landscaping and other maintenance.
Had the projects been separated, road work and drive times could have lasted up to three months, Meisenzahl said.
DOT officials decided to repair the 30-foot bridge after an inspector noticed its soil foundation was settling and creating a dip in the road. If left to deteriorate, it could eventually have posed a risk to drivers. To repair it, workers placed a concrete slab over the bridge surface to create smooth road transitions.
