LIHU‘E — A defendant who served 163 days in jail for non-compliance with the state sex offender registry was sentenced to time served and probation Thursday in 5th Circuit Court.
Elmo Edward Ringor, 42, of Kapa‘a, was arrested on March 30, on 12 counts of sex offender registry non-compliance. He entered a no contest plea on Sept. 18, and his motion for supervised release was granted on Sept. 27.
State Deputy Public Defender Stephanie Sato said the defendant had no criminal intent and was just negligent in keeping the registry current. He didn’t fall off the face of the Earth, she said.
The defendant has performed well on supervised release, she said. He updated the state online registry and reported to Kaua‘i Police Department after a recent birthday as required, she added.
County Deputy Prosecuting Attorney Lisa Arin said Ringor was one of a few non-compliant sex offenders that were rounded up earlier this year to not make excuses. He said it was no one’s fault but his own, she added.
Chief Judge Randal Valenciano said it was unfortunate that the defendant had to fall into non-compliance in order to learn the new laws regarding the sex offender registry. He sentenced Ringor to time served, a one-year probation and a substance abuse assessment.
