Dear Mr. Mayor’
Your Eighth Supplementary Emergency Proclamation, dated 20 April, declares that “the Emergency Proclamation of March 4, 2020, and all Supplemental Emergency Proclamations, shall remain in full force and effect.”
One of these Supplementary Emergency Proclamations is Emergency Rule #19 Amendment #1, dated October 16, 2020. Section III of this rule states that if Kaua‘i’s “7-day average number of daily COVID-19 cases reported in the County of Kaua‘i reaches 5 or more for one week” then “travelers to the State entering into the County of Kaua‘i, without a valid exemption from the state, shall be required to enter into mandatory, 14-day self-quarantine.” Put another way, Kaua‘i would exit the Safe Travels program.
Based on most recent numbers published by the County of Kaua‘i for May 2, it is a mathematical certainty that we will trigger this threshold, and likely by a significant margin.
So, Mr. Mayor, what’s the plan? I’m sure all residents of Kaua‘i, external business stakeholders and travelers, no matter where they line up on this issue, would like to know. Having triggered this threshold rather quickly into Kaua‘i’s reentry into Safe Travels, are you going to rewrite your rule or follow it?

My money says Kauai stays open. Stay open and deal with Covid-19. Shut down again watch Kauai sink into the abyss. Hiding from Covid-19 won’t make it disappear. Sooner or later all of us, no matter who we are must live our lives without the fear of fear. Shutting down again isn’t an option.
Uh duh…re-write the rules, Derek. The vaccines are working.
Create incentives for those not vaccinated to do so. Create disincentives for those resistant or unwilling to do so. Two weeks later, create a proclamation that REQUIRES EVERYONE to be vaccinated, or be penalized, even all travelers. After that, those that are not vaccinated may die from Covid, sadly, but life will go on and the many people who rely on income derived from the tourist economy will safely survive.
Close the economy again and you will risk a tidal wave of new drug addictions, domestic violence, and suicides.
We have experienced the devastation of a shut-down economy.
Please, do not ask us to re-live that miserable existence just as we are seeing life breathed back into our lives and our livings. Government handouts cannot last forever and, if Kauai shuts down again, we can expect our economic and social survival rates to plummet.
Have the backbone to stand up to non-vaxxers and re-write the rules, Derek.
“We have many more people vaccinated, and on Kauai with this recent surge, we know a lot about where, where and how the virus is being transmitted, and how it’s not. So I’ve been working with the mayor, my team has been working with the mayor’s team” on updating the Tier restrictions,” said Department of Health District Officer Dr. Janet Berreman.
Dr. Berreman says of the 73 active cases on the island — 60 were not vaccinated. The current clusters have been linked to restaurants and events and nearly 400 people are in quarantine. She remains optimistic.
Vaccinated people are contracting and spreading Covid.

I’m also in favor of re-writing the rules. If you can go to Troy’s or the drag queen brunch or travel to the mainland, you can go to the convention hall and get vaccinated. Those of us who have done the logical and responsible thing to push Kauai’s economy forward- whilst protecting our individual and collective health- shouldn’t be punished for people’s ignorance. We cannot afford (financially or mentally) to be held back by the lowest common denominator. DK, you have led us to water– thank you! Please re-write the rules so that we’re not all held back by those that refuse to drink.

I’ve gotten vaccinated. That was my choice for my body. I will move freely in this country.
If others choose not to get vaccinated, that is his/her choice.
The economy must move forward.
I choose to get vaccinated but I also understand about a young person waiting for the FDA to fully approve the covid vaccines prior to having a vaccine. This is a new type of vaccine.
Kawakami just quietly rewrote the rules today for both Safe Travels exist AND the face mask mandate….quietly.
The first decision may not be unjustified. Second one seems a little weak.
