How about this?
1. There will be no eating or smoking and drinking at all bus stops.
2. No carrying on weapons of any kind on the bus.
3. No loitering there. If no fare or intention of riding the bus to somewhere else.
4. No loud noises made while waiting.
5. All carry ons must be kept to a minimum of one bag. One large size.
