Pinera likely to win Chile elections, but runoff expected

SANTIAGO, Chile — Four years after leaving office as a deeply unpopular leader, Sebastian Pinera is a strong favorite to win Sunday’s presidential election in Chile, though he’s unlikely to avoid a runoff.
