5 years after Superstorm Sandy, the lessons haven’t sunk in

A swimmer and a surfer wade into high surf at Rockaway Beach in the Queens borough of New York on Thursday, Oct. 12, 2017. Nearly five years ago, Superstorm Sandy ravaged the area with high waves, surf and floodwaters. Since then a new concrete, five and-a-half-mile boardwalk has been completed. Planners hope that dune plantings such as those in the foreground and other sand-retention measures will protect the area and it’s residents from future hurricanes. (AP Photo/Kathy Willens)
