Editor’s note: Old-timers might still remember the introduction from The Shadow radio program: “Who knows what evil lurks in the hearts of men? The Shadow knows!” Jerome Freitas, a retired state Department of Transportation worker who is now better known as Da Shadow, since 2004 has been meeting with government representatives about problems he has discovered or that have been reported to him, and reporting the county’s responses.
Niumalu Beach Park
Shadow: Will these bathrooms be made ADA accessible?
County: There is an ADA compliant bathroom at the pavilion at Niumalu Beach Park. However, full access to the bathroom needs to be improved. Improvements to this park will be added to the list of ADA upgrades that are required islandwide.
Puhi Park on Kaumualii Highway
Shadow: Will there be playground equipment placed in this park?
County: There currently are no plans to place new playground equipment at this site. New equipment was installed recently at the nearby Puhi Subdivision park.
Wailua Golf Course
Shadow: What kind of pesticides are they using and who enforces to make sure they’re being used properly?
County: The following pesticides are used at WGC: 1) Herbicides – MSM Turf, Weed Hoe, Tribute Total, Dismiss South, Revolver, Speed Zone, Celsius, Sencor 75, Sedge Hammer, Garlon 2) Fungicides – 26GT Flow, Zerotol, Fore 80wp, Heritage, Daconil 3) Insecticides – Sevin SL, Merit 75wsp 4) Non-Selective – Round up Pro Max, Honch, Ranger Pro 5) Growth Management – T-Nex IA. Pesticide use at the golf course (and anywhere else) is monitored and inspected by the State of Hawaii Department of Agriculture’s Pesticide Enforcement Division.

Shadow: What is happening with the old score board? When will it be removed?
County: Due to budgetary constraints, this project was not proposed as a priority for funding within FY2014. However, Parks will prioritize the dismantling and removal of this structure within FY2014, or propose funding for this removal in the upcoming FY2015 budget.
Shadow: In the ditch that’s on the right side of the road as you drive toward Ace Hardware from the soccer field on Hoolako Road, there’s lots of opala. Is that county or private land?
County: Portions of the subject ditch, the entire access road easement, and the area that is used for overflow parking for the county fair is county property. There is property that surrounds the overflow parking that is owned by Grove Farms.
Shadow: There are no handrails in the center aisles and it’s difficult for some people to climb up. Can you install handrails?
County: This request was investigated by parks recently. Due to building code, handrails cannot be installed in the middle aisles.

County: Yes, it is a civil service position. Annual salary of $70,224.
