Editor’s note: Old-timers might still remember the introduction from The Shadow radio program: “Who knows what evil lurks in the hearts of men? The Shadow knows!” Jerome Freitas, a retired state Department of Transportation worker who is now better known as Da Shadow, since 2004 has been meeting with government representatives about problems he has discovered or that have been reported to him, and reporting the county’s responses.
Wailua
Shadow: Who will be responsible for managing the new dog park?
County: The new “Dog Use Area” within the Wailua Homesteads Park will be managed by parks in the same manner its other parks and facilities are managed, including the portions of the mixed-use path which allow or prohibit dogs.
Westside sports complex, Waimea
Shadow: What is the status of this project?
County: The project is being spearheaded by a community-based group. With the support of the county, the group is analyzing options and formulating proposed implementation plans.
Kapaa Stadium
Shadow: When will the field be ready to play?
County: The field is now scheduled to be ready for events by the end of May 2014
Haleko Road, Lihue
Shadow: The shoulder striping on the mill side of the road is all faded. When will this be restriped?
County: The white edge line will be striped by March 2014. The traffic sign crew is currently working on a backlog of resurfaced roads that needs striping.
Hanapepe Swinging Bridge
Shadow: The cables along the sides of the bridge are all rusted out. When will this be addressed?
County: A recent inspection of the Hanapepe Swinging Bridge has been completed and maintenance will be scheduled to address this issue along with several other needs.
Kanahele Road, Kapahi
Shadow: There was some soil testing going on there recently. Was that for the purpose of widening the road? Is there a plan to widen the road? How much was the contractor paid to do the soil testing?
County: The recent activity was indeed soil testing. It was being done to determine specific needs the design engineer will incorporate in order to complete the current CIP Road Stabilization project design.
Kanahele Road Graveyard
Shadow: In the graveyard there are three trees that are dead and could pose a hazard of falling branches. Can this be addressed?
County: Parks is following up on this issue and will address appropriately.
Mailihuna Road, Kapahi
Shadow: The road is bumpy and the striping is worn out and there are no reflectors fronting Kapaa High School. PW previously said this would be fixed by July 2007. When will this be addressed?
County: There are no current plans to resurface this road. Striping and reflectors for this road will be completed by December.
Poinciana Street, Lihue
Shadow: There are lots of cracks in the street and grass growing through the asphalt. When will this be fixed?
County: This road is currently on this year’s Island Wide Road Resurfacing (plan). Road will be re-surfaced by December.
