Editor’s note: Old-timers might still remember the introduction from The Shadow radio program: “Who knows what evil lurks in the hearts of men? The Shadow knows!” Jerome Freitas, better known as Da Shadow, since 2004 has been meeting with government representatives about problems he has discovered
Kanaele Road
Da Shadow: This road that leads to the Kapaa Transfer Station is very narrow and only one car can pass at a time. I believe there was a plan to widen the road at some time. Is this still the plan?
County: There is no current plan to widen this road.
Kanaele Road
Da Shadow: When will guardrails be installed in the vicinity of Laipo Road?
County: There is a CIP project to stabilize Kanaele Road, which will fix the guard rail along the makai road shoulder of Kanaele Road as well as provide roadway stabilization for the makai roadway embankment. Engineering is procuring consultant services for the design of the roadway stabilization project. We are still in the procurement process and have not a signed contract.
Kanaele Road
Da Shadow: This is a dead end street, but there is no dead end warning sign. When will one be posted?
County: Public Works has placed a work order for a dead end sign to be installed.
Kealia Road
Da Shadow: There is no crosswalk by the post office and no centerline after roughly 20 feet beyond the post office. Can this be fixed?
County: There is a crosswalk at Kuhio Highway and Kealia Road which is the state DOT jurisdiction. There is an existing crosswalk across Kealia Road in the vicinity of the Post Office. The traffic resolution establishing the crosswalk is 242-76. An inspection of this crosswalk indicates there is no need to restripe at this time.
Puu Road
Da Shadow: There is rebar sticking out of the ground between 1035 and 1045 on this street. Public Works was called in July to address this and nothing has been done. Can this be fixed?
County: The rebar has been removed.
Kapaa Armory
Da Shadow: What is the plan for this facility?
County: The Kauai Police Department is expected to move into the Armory this summer and utilize it as a new police substation for the Kapa‘a district.
Lihu‘e Civic Center
Da Shadow: What is the cost of the feasibility study for the slaughterhouse proposal?
County: During the 2011-12 Fiscal Year, the county funded a $20,000 feasibility study for a modular slaughter, chill and processing facility.
