Editor’s note: Old-timers might still remember the introduction from The Shadow radio program: “Who knows what evil lurks in the hearts of men? The Shadow knows!” Jerome Freitas, a retired state Department of Transportation worker who is now better known as Da Shadow, since 2004 has been meeting with government representatives about problems he has discovered or that have been reported to him, and reporting the county’s responses.

Da Shadow: What is the status of the acquisition of the Sheehan parcels? Where did the purchase money come from?
County: The acquisition of the Sheehan property is complete. The County of Kaua‘i budgeted $8,000,000 in 2010 under the Department of Planning for the acquisition of the Sheehan Property.

Da Shadow: What is the update on the demolition of the old appliance store building in Hanapepe? Did the owner pick up the demolition permits? When will demolition begin?
County: The Department of Public Works continues to follow up with the owner and the owner’s contractor to insure that the demolition work is scheduled in a timely manner. At the present time, we don’t have a firm start date for demolition.

Da Shadow: Who owns the stream that leads from Wailua Falls to the Kapaia Swinging Bridge? Who is responsible for cleaning debris from this stream?
County: Mauka of Kuhio Highway the stream is on TMK 3-8-2:1 owned by Grove Farm Company Inc. Makai of Kuhio Highway the stream is on TMK 3-7-1:1 owned by Visionary LLC and Haili Moe Inc. Private property owners are responsible for maintaining their own properties.

Da Shadow: There appears to have been some problem with how the cement was poured for the bike path along Papaloa Road. Did County inspectors fail to inspect the work as it was going on?
County: The project is being inspected by construction management consultants on a daily basis.

Da Shadow: How long has the county been waiting for the Department of Health to approve its permit application? Why is it taking so long?
County: The DOH 401 permit application was originally submitted Jan. 19, 2011, and resubmitted again Feb. 22, 2012. Since this is a very complicated project, the DOH has been actively working with the county and our consultants to deal with issues prior to issuing the permits. We are hopeful that all issues will be resolved soon so the project may move forward.

Da Shadow: What would the cost be to take the wall down and build a new one, versus repairing the existing wall?
County: We are still analyzing our options and have not finalized scopes of work to base estimates on.
