Editor’s note: Old-timers might still remember the introduction from The Shadow radio program: “Who knows what evil lurks in the hearts of men? The Shadow knows!” Jerome Freitas, a retired state Department of Transportation worker who is now better known as The Shadow, since 2004 has been meeting with government representatives about problems he has discovered or that have been reported to him, and reporting the county’s responses.
Kapa‘a Neighborhood Center
Da Shadow: The coconut trees need to be trimmed next to the Kapa‘a Senior Center. The dry leaves are an unsafe condition for the general public. When will this be addressed?
County: (June 14) Parks is currently in the process of securing an island-wide tree trimming contract. We anticipate completing the trimming of these trees by October 2012.

Da Shadow: On the tennis court, the cable used to tighten the nets is damaged. When will Parks fix this problem?
County: (June 14) We will have our Eastside Park Maintenance Supervisor investigate the location and extent of this damage immediately.
We will attempt to complete this repair within the next month.

Da Shadow: Wooden safety handrails are missing on the bleachers next to the basketball courts — when will they be replaced?
County: (June 14) We will have our Eastside Park Maintenance Supervisor investigate the location and extent of this damage immediately. The damaged handrails will be repaired within the next month.

Da Shadow: The sitting area on the wooden bleachers is full of dry rot. What is the update on replacing those unsafe bleachers?
County: (June 14) We will have our Eastside Park Maintenance Supervisor investigate the location and extent of this damage immediately. The damaged bleacher seats will be repaired within the next month.

Da Shadow: When will Parks replace the old light poles at the basketball court? There are no lights for this court.
County: (June 14) We do not currently have plans or funding to re-install lighting of the basketball court.

Da Shadow: There is a broken electrical box next to the tennis courts. When will Parks address this?
County: (June 14) We will have our Eastside Park Maintenance Supervisor investigate the location and extent of this damage immediately. If necessary, we will submit a work order request to Public Works, as appropriate, for these repairs.

County: (June 14) We will have our Eastside Park Maintenance Supervisor investigate the location and extent of this damage. We will attempt to complete this repair within the next three months with the assistance of Public Works.
