Self-described Kaua‘i “public safety coordinator” Jerome Freitas, better known as The Shadow, meets at least once a month with county officials.
The Garden Island will be routinely publishing a list of issues The Shadow has brought to the attention of the county administration and officials’ responses.

Kapa‘a
The Shadow: Kamalu Road needs to be repaved and restriped with a yellow reflective strip for night driving, and a street light should be installed.
County: A Concern Form for repaving and restriping will be provided to the Roads Division. The Traffic Signs and Markings Section is concentrating on one specific area at a time to complete striping and other repairs. It is currently on the Westside but may go to other locations for emergency repairs, such as fallen stop signs, directional signs, etc. A Concern Form for a street light request will be provided to the Engineering Division.
Kapahi
The Shadow: On Haua‘ala Road there is a blind turn. A safety mirror may be a good thing to have there.
County: We will need to look into this further before responding.
General
The Shadow: Is there a county ordinance regarding trees that grow into a neighbor’s yard or that create rubbish in a neighbor’s yard that could be enforced?
County: Trees growing in one owner’s occupied lot and creating rubbish in someone’s yard is between property owners and there is no ordinance to address that.
There is a vacant lot ordinance that would require the owner of a vacant lot, with no structure on it, to maintain their lot.
