The following message was received by Coordinator Fern at 11 a.m. Sunday. The instructions issued in this message are to be carried out on Kauai by Coordinator Fern and by Lt. Col. Eugene E. FitzGerald, commanding officer of the Kauai district.
Governor Joseph B. Poindexter has just proclaimed martial law throughout the Territory of Hawaii.
All civilian governmental agencies will continue to function under the Governor.
Today the Hawaiian Islands were attacked by Japanese airplanes; although a state of war exists, the civilian population has reacted in a calm and satisfactory manner.
The Army demands the aid and assistance of every person in Hawaii, If you are ordered by the military personnel to carry out a certain order or commission, that order must be obeyed instantly and without question.
Avoid the appearance of hostility either by word or action.
Certain enemy agents have been apprehended and detained.
Civilians who go about their regular duties have nothing to fear; all citizens are warned to watch their actions carefully.
Any infraction of military rules or regulations will bring swift and harsh reprisals.
Prisoners when captured will be turned over to the nearest military patrol, the nearest military guardhouse, or the nearest police patrol or police station. Information regarding suspicious persons should be telephoned to the military or police authorities.
Complete Blackout throughout the Territory will go into effect at nightfall. Anyone violating the Blackout by showing a light will be summarily dealt with.
All civilian traffic except for the direst emergency will cease at dark.
In this emergency, I assure you that the armed forces are adequately dealing with the situation.
Each and everyone can best serve his country by giving wholehearted cooperation to the military and civilian government.
Further instructions regarding civilians will be issued as the need arises. Keep your head and and do your part.

During the afternoon, Sunday, Mr. Fern received orders to:
Blackout the whole island at nightfall and continue the Blackout every night until further orders.
Close all theatres.
Close all beer parlors and places of business selling intoxicating liquor.
Open schools as usual on Monday and until further notice.
Mr. Fern ordered all unnecessary civilian traffic off the highways and all unnecessary telephone calls to cease.
Gen. Short on Monday morning broadcast over the Honolulu stations orders to limit the sale of foodstuffs to civilians.
His orders were that civilians are to buy only normal needs. Strict orders will be enforced against hoarding by individuals.
Gen. Short reiterated his instructions that civilians are not to use the highways or the telephones except for dire needs. Gen. Short reminded the Japanese alien residents that they owe obedience to the United States Government because of their residence. He assured the alien Japanese that as long as they quietly obeyed orders they would not be in trouble. He warned the alien Japanese that they should not harbor agents of the Japanese government.
