Editor’s note: Old-timers might still remember the introduction from The Shadow radio program: “Who knows what evil lurks in the hearts of men? The Shadow knows!” Jerome Freitas, a retired state Department of Transportation worker who is now better known as Da Shadow, since 2004 has been meeting with government representatives about problems he has discovered or that have been reported to him, and reporting the county’s responses.
Before we get to questions and answers, a message from Da Shadow: “I would like to thank The Garden Island newspaper for printing my column, ‘Da Shadow.’ I also would like to thank the public for reading and supporting Da Shadow. I’m looking forward to January and keeping Kauai safe in the new year. If you have any questions you would like me to submit to the county regarding public safety and what you see out there, give me a call, 635-3528.”

At Kalapaki Beach, there is a parking lot between the entrance to the footbridge that goes to the area occupied by Duke’s Canoe Club, and abutted by the Anchor Cove Shopping Center on the other side. This parking lot is always in a state of disrepair. Who owns this land and why has it not been maintained?
The County Department of Parks and Recreation maintains the parking lot and access road after the footbridge. The department will work with neighboring businesses to repair this roadway at a time that is least disruptive to their operations.

What is the plan for the one-land bridge on Koolau Road? Are there plans to make improvements?
At this time, the county has no immediate plans to make improvements to the one-lane bridge on Koolau Road.
