The state Department of Hawaiian Home Lands is proposing to develop single-family homes on a 20-acre parcel in Kekaha to provide more housing opportunities for native Hawaiians.
The proposal called for subdividing the parcel into 42 single-family lots, a school lot, a “communication” lot , a lot for a detention basin and five roadway lots.
The work would involve site improvements for the lots, according to Kanoe Naone, a DHHL official in Honolulu.
A bid for the work is expected to go out in the summer or fall of this year, with work projected to start in early 2004 and to be completed by early 2005, Naone said.
The homes would be constructed by individual lessees on lots ranging from 10,500 to 15,000 square feet, according to the state Office of Environmental Quality Control, which reviewed the project.
Agency officials said the proposed work would alter the topography of the area. However, they noted the work would pose no significant impact and allowed the agency to proceed.
Officials said a detention facility will be built on 2.6 acres to keep stormwater from leaving the site at “pre-development levels” and would retain increased runoff due to the proposed development.
An adjacent parcel contains burial and cultural resources, agency officials said. On-site archaeological monitoring will be conducted during the grading and grubbing of the subdivision, officials said.
When developed, the project will augment the inventory of housing on Kauai for DHHL beneficiaries, Naone said. DHHL currently has a total of 513 residential, farm and ranch lots on Kauai, Naone said. Anahola boasts 359 residential lots and 47 farm lots, Kekaha has 69 residential lots and two ranch lots in west Kauai and 36 residential lots in Hanapepe.
