WASHINGTON — With COVID-19 surging and vaccinations off to a slow start, President-elect Joe Biden will rapidly release most available vaccine doses to protect more people, his office said Friday, a reversal of Trump administration policies.

The problem is not lack of availability of the vaccine, rather it is a lack of qualified medical personnel able to administer the vaccine. Anyone can inject a vaccine but they need training in how to deal will a potential anaphylaxis shock that could occur within the first 15 minutes post injection.
