JOHANNESBURG — A powerful tropical cyclone began to make landfall on Thursday in Mozambique, just six weeks after Cyclone Idai devastated the central part of the country and left hundreds dead. Authorities carried out compulsory evacuations in cases where residents resisted warnings to flee.
