Residents must secure placards to traverse the area by showing proof of residency and their vehicles at Hanalei Colony Resort.
Placards and bus passes may also be obtained at the Kauai Emergency Management Agency at Kauai Police Department headquarters daily, or at the Hanalei Neighborhood Center from 9 a.m. to 3 p.m. on Monday.
