This Oct. 16, 2017 photo shows various large tubes that are part of equipment being used to clean up and dry the $13 million Harris County Jury Assembly Building in Houston, which is located underground and flooded during torrential rainfall after Hurricane Harvey made landfall. Harris County’s criminal courthouse, located across the street, also suffered heavy damage during Harvey and will be closed for up to a year. (AP Photo/Juan Lozano)
