Editor’s note: Old-timers might still remember the introduction from “The Shadow” radio program: “Who knows what evil lurks in the hearts of men? The Shadow knows!” Jerome Freitas, a retired state Department of Transportation worker who is now better known as Da Shadow, since 2004 has been meeting with government representatives about problems he has discovered or that have been reported to him, and reporting the county’s responses.

There have been rumblings that the mayor is working to bring back night football games. What is the status of bringing back night football games and what is the time frame for this to occur?
The mayor has always been committed to bringing back night football games during the fledging season, from Sept. 15 through Dec. 15. For the past several years, the county has continued to work with our partners on the state and federal level, as well as the Kauai Interscholastic Federation (KIF), while acknowledging our legal obligations.
Without proper permits, civil penalties for harassment or take of an ao and/or uau can result in fines of up to $25,000 and criminal penalties of $50,000 or up to one year in jail. The county has and will continue to work diligently to obtain the proper permits from both the state and federal government to avoid civil and criminal penalties to reinstate night football games.

Please provide a timeline for the paving of Kele Street near Bank of Hawaii.
The damaged portion of this roadway is owned by the United States Postal Service (USPS). The county worked with the USPS to first manage the roots of the large tree, which were causing the damage to the roadway. A contractor completed the root mitigation work and we are now working with the USPS to schedule the road repairs.
