Da Shadow: Rice Street parking, tree trimming

w Editor’s note: Old-timers might still remember the introduction from “The Shadow” radio program: “Who knows what evil lurks in the hearts of men? The Shadow knows!” Jerome Freitas, a retired state Department of Transportation worker who is now better known as “Da Shadow,” since 2004 has been meeting with government representatives about problems he has discovered or that have been reported to him, and reporting the county’s responses.


Why is the “no parking” restriction on Rice Street during rush hour not enforced? Especially in front of the Salvation Army and Kauai Beer Company.

The Kauai Police Department enforces all traffic laws to the best of its ability. If the public feels there are particular areas of concern, the department will happily work with the community to increase enforcement where needed.

Who is responsible for clearing the vacant lot between Walmart and Wilcox Hospital? Does the county have the authority to require a landowner to clean their vacant lot for health and safety reasons?

This property is owned by the Harry & Jeanette Weinberg Foundation. The owners would be responsible for any landscaping maintenance on this property.

Yellow caution tape has been used to replace some of the chains that border the Japanese Garden on the Historic County Building lawn and the chains have not been replaced for months. Can the yellow caution tape be removed and replaced with permanent chains?

Yes, the Parks and Recreation Department will repair these chains.

What is the status of the Kapaia Swinging Bridge?

Over the years, the county has worked closely with the Kapaia Foundation to determine the best course of action for the Kapaia Swinging Bridge. We are currently working on transferring the bridge to the foundation, to allow this organization to be the stewards of this site.


Who is responsible for trimming trees that are growing from private property onto county property?

Private property owners are responsible for maintaining their own landscaping.


When will the concrete blocks at the location of the former Kapaa Police Substation be removed?

The county will remove the concrete footings to the old Kapaa Substation by the end of this month.
