Why has VA director post been rotating for a year?

The veteran ohana of Hawaii should thank the San Francisco VAMC for the services of its director, Bonnie Graham, who is currently “on loan” to provide leadership for our VA Pacific Islands Health Care System until Feb. 4.

VAPIHCS has had a year of 29-day rotating “acting” directors since our last director, Wayne Pfeffer, left suddenly on Feb. 12, 2016, according to VISN 21 FOIA records.

I guess my big question is: If VAPIHCS does not need the leadership of a full-time director for a year, why is the VA paying big salaries, not to mention pricey relocation bonuses, to SES-level VA facility directors everywhere else nationwide?
