– Editor’s note: Old-timers might still remember the introduction from The Shadow radio program: “Who knows what evil lurks in the hearts of men? The Shadow knows!” Jerome Freitas, a retired state Department of Transportation worker now better known as Da Shadow, since 2004 has been meeting with government representatives about problems, and reporting the county’s responses.

There are flag poles located at the Kapaa Armory Building. Why does the Kauai Police Department not put up the United States and Hawaii state flags?
This question was asked and answered in December 2015; there is no new update. KPD is a tenant of the Kapaa Armory, which is currently owned by the Department of Defense. KPD does fly the U.S. and Hawaii state flags at the main station in Lihue.
At the intersection of Kukui Street and Ulu Street in Kapaa, the intersection road surface is very bad. Can this area be improved, even on a temporary basis until road resurfacing can be done?
Public Works will investigate this concern and schedule repair if necessary.

The bike lane striping on Haleko Road is faded or non-existent. Can the county restripe this road? There are also numerous overgrown trees which limit sight distance. Can the county trim the trees?
The Engineering Division hosted a community meeting to discuss a conceptual design for the restriping of Haleko Road. We are now compiling those comments to determine what changes, if any, will need to be made to the draft before finalizing. Once the design is complete, the proposed plan will need to be taken to the County Council for approval. The goal of the proposed design is to better accommodate all users on the road, including bicyclists, transit riders, motorists and pedestrians of all ages and abilities.
Regarding tree trimming, we will investigate and trim overgrown trees within the county ROW.
Can the county re-stripe the center line on Rice Street from Yoneji Store toward the Historic County Building?
Here is a response provided in December 2015 regarding a parking request along Rice Street: As the county moves forward with its TIGER Grant/Rice Street Revitalization Project, the county will refrain from any additional modifications in this area, while we develop the proposed changes in detail.
That proposal will then be presented to the public and then the County Council will approve it via a resolution. Traffic markings, parking and curb status will likely change.
Koloa
There is no center stripe on Waikomo Road. Why is this so? If a center stripe is warranted, can the county stripe this road?
There are currently no plans to restripe Waikomo Road.
