Editor’s note: Old-timers might still remember the introduction from The Shadow radio program: “Who knows what evil lurks in the hearts of men? The Shadow knows!” Jerome Freitas, a retired state Department of Transportation worker who is now better known as Da Shadow, since 2004 has been meeting with government representatives about problems he has discovered or that have been reported to him, and reporting the county’s responses.
Lihue
Kele Street is bumpy. Does the county have any plans to work on this street?
The Department of Public Works has been actively working on this situation for some time, as it is a multi- jurisdictional issue that involves several agencies, including the Lihue Post Office, which has jurisdiction over the tree that has caused the disrepair to the Kele Road. Kele Road also has multiple owners, both county and private. Kauai Nursery recently worked to remedy the tree roots and now the county will be repaving its portion of the roadway, while it continues to work with all stakeholders to ensure that the work performed is within the county’s jurisdiction.
There are damaged safety rubber mats on Poinciana Street, near Pizza Hut. Can these be replaced?
The rubber mats at the crosswalk along Kuhio Highway, at the Poinciana Street intersection, fall under the jurisdiction of the state Department of Transportation. Please inquire with DOT directly to address this concern.
Koloa/Poipu
Can the solid yellow lines on Lawai Road be restriped and can night reflectors be installed?
Public Works will investigate this concern and respond accordingly. At this point in time, the Public Works Roads Divisions is focusing its efforts on restriping Poipu Road, Kooloa Road, Weliweli Road and Koloa Road, per its current schedule.
On Poipu Road, near Koloa Road, there is a giant pothole that looks like it could damage cars if they go over it. Can you check on this for repairs?
Public Works personnel traveled this roadway and could not locate a large pothole. Please provide more information so that we can respond to this concern. Such as, how far past Koloa Road on Poipu Road and in what direction/lane?

Is there an update on work at Puuopae Bridge and Opaekaa Bridge?
Puuopae Bridge: This project is scheduled to go out to construction bid in the fall of this year.
Opaekaa Bridge: Plans, specifications and estimates are being finalized. Federal funding for this project is programmed for fiscal year 2018 and bids will go out in the fall of next year.
