Question: What is the status of using the Wailua Cane Haul Road? Are there any plans to use that as a bypass or emergency access road?
Answer: Public Works has been in recent communication with state DOT, KPD, the Mayor’s Office and other stakeholders to ensure that the Wailua Cane Haul Road is available for public use during an emergency or other event that requires a highway closure within the Wailua corridor.
The use of the road requires motorists to proceed at a low rate of speed during daylight hours only.
Wailua sewage treatment
Q: What is the status of the odor mitigation for the sewage treatment plant?
A: The first phase of the odor mitigation project, the installation of the OHxyPhogg system, is complete. Currently, the county is out to bid for the second phase of work at the pump station site. The second phase will install a carbon absorption system for all air that is vented from the pump station.
Old Hanapepe Bridge
Q: What is the status of the old Hanapepe Bridge (not swinging bridge) by Napa?
A: Public Works is working on finalizing the revised design of the Hanapepe Bridge project. Revisions were due to the pedestrian walkway being removed from the scope of work to be addressed in a separate future project. Anticipated advertisement of construction bid is by end of fiscal year 2015. Funding for this project is provided by the Federal Highway Administration and the County of Kauai.

Q: When will the restrooms become ADA compliant?
A: Kapahi Park is ADA compliant.
Bus shelters
Q: What is the status/update on bus shelters?
A: Phase I of the Holoholo 2020 bus stop shelter project completed six shelters: at Ishihara Market, Hanapepe Armory, across Lawai Post Office, Hanamaulu, across Kapahi Food Mart, and fronting the Kilauea Food Mart.
Phase II will include 12-18 bus stops and, similar to Phase I, will include locations across the island. At current estimate, Phase II construction will be complete by summer 2016.
The state Legislature approved and appropriated $600,000 for Phase II last session.
The Legislature announced last week that it will provide Kauai County $1.5 million to fund Phase III of the project.

A: Parks has reviewed the concept plans for renovations and will be presenting it to the mayor for feedback. The next step will be to complete a detailed cost analysis.
