Editor’s note: Old-timers might still remember the introduction from The Shadow radio program: “Who knows what evil lurks in the hearts of men? The Shadow knows!” Jerome Freitas, a retired state Department of Transportation worker who is now better known as Da Shadow, since 2004 has been meeting with government representatives about problems he has discovered or that have been reported to him, and reporting the county’s responses.
Historic County Building
Da Shadow: It would be helpful for the elderly if there were handrails on the steps of the Historic County Building. Are there any plans to install some?
County: The new decision is to not add a railing to the front stairs. We could not design a removable railing that would be sufficiently stable and a permanent railing would compromise the historic integrity. This decision was made in consultation with the council chair, members of the Historic Preservation Committee, and the county engineer. For individuals needing assistance, there are railings at the side entrance to the building, along with ADA accessible stalls.

Da Shadow: How much does the County pay for its contract with Garden Island Disposal for its recycling program?
County: The county pays a flat fee of $41,997.65 per month for the Kaua‘i Recycles Drop Bin program. The service includes rental of the drop bins at all 8 locations, 160 hauls per month (sites have different hauling schedules depending on usage), processing and marketing of materials, promotional activities, and mixed paper, newspaper, and cardboard recycling at county offices.

Da Shadow: How much does the county pay its contractors for greenwaste processing?
County: There are several contracts for green waste processing: The county pays $9.92 per cubic yard to accept and shred green waste at Kaua‘i Nursery and Heart and Soul Landscaping. At Hanapepe, we pay Shredco $14.10 per for onsite shredding and removal of processed green waste. At the landfill, we pay Shredco $70 per ton for onsite shredding and removal of processed green waste.
