Editor’s note: Old-timers might still remember the introduction from The Shadow radio program: “Who knows what evil lurks in the hearts of men? The Shadow knows!” Jerome Freitas, a retired state Department of Transportation worker who is now better known as The Shadow, since 2004 has been meeting with government representatives about problems he has discovered or that have been reported to him, and reporting the county’s responses.
Kapa‘a New Town Park
The Shadow: What happened to all of the material that was being stored at the baseyard for the new locker rooms?
The County: Some of the building materials were used in the construction of the Announcer’s Booth at the Kapa‘a New Town Park football stadium. The remaining materials are stored at the Kapa‘a Beautification Base yard, and within the Department of Parks and Recreation’s storage space at the Lihu‘e Civic Center.
The Shadow: When will the County replace the missing electrical covers and the burned-out light at the tennis courts?
The County: Parks and Recreation currently has a design contract to retrofit numerous play court lights, which includes the referenced repairs to Kapa‘a New Town Park. This contract is anticipated to be completed within the next few months. Once the lighting retrofit design is completed, the lighting repairs and retrofit will be bid based on the availability of funding.
The Shadow: When will the large pothole next to the skating rink be filled?
The County: Parks and Recreation will have this pothole filled immediately, and complete this task by May 2012.
The Shadow: A stop sign is needed on an access road.
The County: Parks is generating a work order to Public Works based on your recommended placement. Per standard procedures for installing stop signs, Public Works Engineering will evaluate the need for a stop sign at that location, complete a study and then ask the County Council to pass a resolution approving the placement. If adopted, Public Works will install the sign.
The Shadow: The public picnic tables near the tennis courts have been removed. Where are they, and can they be moved back for the seniors?
The County: The picnic tables were moved by someone in the public into the tennis courts. Recently, in response to a complaint from the public regarding the picnic tables in the tennis courts, our maintenance staff removed them. The picnic tables were removed from the tennis courts, then moved to the Kapa‘a Beautification baseyard to be repaired. These picnic tables will be re-placed adjacent to the tennis courts before the end of this month.

The Shadow: When will the damaged ocean hazard sign on the ocean side of the Kapa‘a pool parking lot be replaced?
The County: Ocean Hazard signs are installed by the County’s Ocean Safety Division of the Fire Department. A request to replace the existing damaged sign will be submitted to the Fire Department immediately.
Kealia Beach
The Shadow: When will the damaged/aged ocean hazard signs on the path just south of the bridge leading to Kealia Beach be replaced?
The County: Ocean hazard signs are installed by the County’s Ocean Safety Division of the Fire Department. A request to replace the existing damaged sign will be submitted to the Fire Department immediately.
The Shadow: When will the large holes in the access road to Kealia Beach be filled?
The County: Due to the equipment necessary to complete this task, Parks and Recreation will immediately submit a work order request to Public Works-Roads Division to assist in the repair of potholes located along the Kealia Beach access road.
