Old-timers may still remember the introduction from The Shadow radio program: “Who knows what evil lurks in the hearts of men? The Shadow knows!” followed by an ominous laugh.
The classic pulp hero from the 1930s has returned. Self-described Kaua‘i “public safety coordinator” Jerome Freitas, better known as The Shadow, meets at least once a month with county officials.
The Garden Island will be routinely publishing a list of issues The Shadow has brought to the attention of the county administration and officials’ responses.
Kapa‘a
The Shadow: Keapana Road past the cement bridge — need to trim the overgrown monkeypod tree, as it presents a dangerous condition.
County: Roads Division recently cleaned overgrowth in this area. We will double check on whether there is a dangerous condition concerning the monkeypod tree as it was not noted during their clean-up.
Lihu‘e
The Shadow: Rice Street at Kele Road (between Post Office and Bank of Hawai‘i) — Can we make that a right turn only since left turns slow down traffic and is dangerous?
County: A concern form has been submitted to Engineering for review and consideration.
Hanapepe
The Shadow: Former Humane Society site is overgrown. Is this still in the county’s hands? If so, when will we clean it up?
County: Public Works no longer maintains the site, since the Executive Order was given back to the state as of August 2010. It is no longer in the county’s hands and it is a state responsibility to maintain it.
Signs
The Shadow: Who is responsible for keeping an ample supply of signs on hand? If we had enough, it would be easy and speedy to replace when needed.
