The classic pulp hero from the 1930s has returned. Self-described Kaua‘i “public safety coordinator” Jerome Freitas, better known as The Shadow, meets at least once a month with county officials.
The Garden Island will be routinely publishing a list of issues The Shadow has brought to the attention of the county administration and officials’ responses.
Lihu‘e — Rice Street
The Shadow: Need to re-stripe the red paint for the no-parking zones all along Rice Street.
County: A concern form will be provided to Traffic Signs and Marking Section. They are concentrating on a specific area at a time to complete striping and other repairs. They are currently on the Westside, but do go to other locations for emergency repairs, such as fallen stop signs, directional signs, etc.
Lihu‘e — Eiwa Street
The Shadow: Turn into Historic County Building parking lot — the edge of the road is cracked.
County: This was previously repaired/patched by Roads. Recently within the last several months, the repaired area was dug up for DOW waterline replacement project. DOW will be repairing the roadway again.
Hanapepe
The Shadow: The Old Seto Building is falling down and is dangerous. Will county take action to have it demolished?
County: The county has informed the property owner of their responsibility to repair or demolish the structure. The owner is working toward repair.
Koloa
The Shadow: Annie Knudsen Park — who is responsible for the walkway/pedestrian bridge? Who should maintain it?
County: Building Division repaired some old boards prior to Koloa Plantation Days celebration in July 2011.
