LIHU‘E — County officials announced Tuesday that solicitations for bids and related documents will be available online starting next month.
All of the documents relative to bidding will be downloadable from the county website including: solicitations; plans and specifications; addenda; and awards.
This is the first step toward a comprehensive approach to a web-based procurement system, a county news release states.
“In response to concerns expressed by vendors about the county’s bid process, we are rolling out phase one of an initiative that utilizes technology to streamline bid solicitations,” said Mayor Bernard Carvalho Jr. “In addition to simplifying the process, the change is also expected to result in cost-savings for all parties and a reduction in the use of paper.”
Over the last few months, the county’s Purchasing and Information Technology divisions have coordinated their efforts on this project, paving the way for a smooth transition from an antiquated system to a user friendly, web-based system.
Box.net, an online content management and file storage resource, was contracted by the county to facilitate the change and develop and maintain an interface with the Purchasing Division’s website.
Phase two of the initiative is expected to be launched by the end of next year
with the implementation of an e-procurement system, which will enable vendors and county agencies to access, submit, review and post bid documents entirely online.
