LIHU‘E — Thanks in part to information provided by the public, more of Kaua‘i’s most wanted criminals were taken off the streets, said Kaua‘i Police Department Lt. Sherwin Kaleo Perez.
“From our Week 2 list of the ‘Most Wanted,’ Lionel Silva was located and arrested on four outstanding bench warrants,” said Perez, of the Patrol Services Bureau.
“We also received information and confirmed that Nelson Olshefski is incarcerated at the Federal Detention Center on O‘ahu. We also received information that Michael Wilson left the state and may be in the Bahamas,” he said.
From the Week 2 list of 20 names of people wanted on various other warrants, only one, Tiphany Boissiere, turned herself in, he said.
“We are still seeking the public’s assistance for information on any of the individuals on our weekly ‘Most Wanted’ list as well as any of the additional names we’re publishing weekly, and from the prior lists,” Perez said.
“We’d also like to know if any of these subjects moved or left the island. Any information or leads is helpful, as we work towards bringing people to justice and eliminating the backlog of bench warrants.

This week, the trend of KPD being on the lookout for those wanted on drug offenses continues, as at the top of the list of “Most Wanted” is Jesse Kaliko Rivera, 30, a Native Hawaiian 5 feet 6 inches tall, weighing 160 pounds, with brown hair and brown eyes. His last known address was in Kapa‘a.
He is wanted on several drug offenses as the result of a grand-jury warrant, and his bail is $15,000. He is charged with third-degree promotion of a dangerous drug (four counts), third-degree promotion of a detrimental drug (three counts), second-degree promotion of a dangerous drug, fourth-degree promotion of a harmful drug (two counts), and three counts of unlawful use of or possession with intent to use drug paraphernalia.
Ismael Gonzalez Rivera, 43, is 5 feet 9 inches tall, weighs 140 pounds, has brown hair and brown eyes, a last known address in Lihu‘e, and is wanted on a single grand-jury bench warrant for first-degree promotion of a dangerous drug and unlawful use of or possession with intent to use drug paraphernalia. His bail is $20,000.
Rashaun Rovanesh, 41, is 5 feet 7 inches tall, weighing 155 pounds, with brown eyes and black hair and a last known address of Sacramento, Calif. He may also be known as Olympic D. Mexico. He is wanted on two bench warrants for second-degree custodial interference, first-degree bail-jumping, and contempt of court for failing to appear in court. His bail is $30,000.
Victor Raudel Monay, 42, is 5 feet 11 inches tall, weighs 220 pounds, has brown eyes and black hair and a last known address in Kilauea. He is wanted on a grand-jury bench warrant for contempt of court for failing to appear in court. His bail is $20,000.
Larry Van Perreira, 38, is 5 feet 6 inches tall, weighing 174 pounds, with brown eyes and black hair and a last known address in Kapa‘a. He is wanted on a grand-jury warrant for third-degree promotion of a dangerous drug and unlawful use of or possession with intent to use drug paraphernalia. His bail is $10,000.
