The Kaua‘i County Council grappled with legislation to allow leashed dogs on a portion of the multi-use path for more than three months before approving a compromise bill in August.
The new law toughens the animal nuisance ordinance and allows community members to walk their dogs on the stretch of the coastal path that runs roughly two miles from Lihi Park in Kapa‘a to Kealia Bridge for an 18-month trial period that started Dec. 1.
Residents flooded Council Chambers to testify on the bills at often heated hearings.

Save the trees
A group of residents fought a developer last winter to preserve monkeypod trees that were to be bulldozed at The Shops at Koloa project site.
Despite legal action and candlelight vigils, some of the ornamental tropical trees were cut down and others were relocated as a federal court settlement allowed.
The community has since looked to protect “exceptional” trees for their historical and cultural value through the county Arborist Advisory Committee.
A well-intentioned visit
An intoxicated Westside resident who wanted to cheer up an ailing relative trotted his stallion into Wilcox Memorial Hospital last March.
Security greeted him as he exited the elevator with his steed. The hospital’s pet policy does not include horses.
