The state Department of Health will hold a public hearing on Kaua‘i via video-teleconference on a proposed amendment to the Hawai‘i Administrative Rules relating to the Deposit Beverage Container Program (Bottle Bill).
The public hearing is scheduled for 6 p.m., Tuesday, at the DOH/Kaua‘i District Office, located at 3040 ‘Umi St. in Lihu‘e.
The proposed amendment would allow the health department to create a field citation program that would facilitate the settlement of easily verifiable violations and serve as an alternative to the often costly and lengthy traditional administrative enforcement process.
The change may result in an increase in compliance with the Bottle Bill, a reduction in the number of complaints received as well as lessen the opportunities for fraud.
Testimony on the proposed amendment at the hearing may be done verbally or in writing.

Those testifying should submit six copies of their testimony to the health department’s Solid and Hazardous Waste Branch by the March 4 deadline.
