No. 07-1-0007 (Fifth Circuit Court); Coconut Beach Development, LLC v. County of Kaua‘i, et al., Civ. No. 07-1-0026 (Fifth Circuit Court); Coconut Plantation Holdings, LLC v. County of Kaua‘i, et al., Civ. No. 07-1-0027 (Fifth Circuit Court) and related matters.
• Request from county attorney’s office for authorization to expend up to $25,000 for special counsel to represent the county in Heather Gibson v. County of Kaua‘i, et al., Civ. No. 07-00158 SOM/KSHawai‘i) and related matters.
• Communication from Council Chair Asing, requesting the county attorney provide a legal interpretation of the 2006 Charter Amendment relating to conflict of interest of councilmembers, and that he be present to discuss this matter.

Diamond to fill a vacancy on the Public Access, Open Space, Natural Resources Preservation Fund Commission as a Council at-large appointee until May 1, 2008, replacing Bill Dan DeCosta.
• Communication from Shaylene Iseri-Carvalho, requesting Council consideration and approval of the following two proposals that were recommended for approval by the Community Assistance/Intergovernmental Relations Committee for inclusion in the 2008 Kaua‘i County Legislative Package:
1. Relating to Public Land Liability n Provides counties with protection from liability as result of natural conditions on or near public beach parks and amends Act 82, Sessions Laws of Hawai‘i 2003, to remove the exclusion of public beach parks.
2. Relating to Important Agricultural Lands n Deletes a portion of Section 205-49(a)(3), Hawai‘i Revised Statutes which removes large tracts of agricultural lands from consideration for designation as “Important Agricultural Lands.”
• Bill No. 2202, for an ordinance to establish a new chapter in county code related to the housing policy.
