The county is expected soon to award a $230,000 contract to Kaua’i Trees & Palms Inc., whose president is Doreen L. Sanchez-Rego.
Doreen L. Sanchez-Rego Contractor Inc., whose owner refused to comment for this story, has twice failed to successfully fulfill county contracts in public-works projects (the Koloa bypass road and the Department of Water pipeline at Kapaia).
But there is apparently nothing to keep the contractor from bidding on other county projects, as long as the corporate entity changes, said Deputy County Attorney Curtis Shiramizu.
Sanchez-Rego, as the contracting company that bears her name, probably wouldn’t be able to bid on county projects, but there is nothing wrong with her Kaua’i Trees & Palms Inc. bidding, Shiramizu said Friday.
Troy Tanigawa, the county’s solid waste specialist, concurred.
According to county purchasing documents, Kaua’i Trees & Palms is the low bidder on a greenwaste-shredding project at Kapa’a Transfer Station and Kekaha Sanitary Landfill.
Altogether, about 30,000 cubic yards of stockpiled greenwaste needs to be shredded and disposed of. Brown’s Trucking Inc. bid $319,000, and the county usually selects the low bidder.
Besides a bid bond (an $11,000 cashier’s check from the low bidder in this case), this job also requires a performance bond of 50 percent of the contract amount, or $115,000 if awarded to Kaua’i Trees & Palms.
If the county purchasing office concurs with the Department of Public Works that Kaua’i Trees & Palms should get the bid, an award letter and other paperwork for the attorneys to agree upon will be issued, followed by the notice to proceed, Tanigawa explained.
Tanigawa said the one-time contract is necessary to remove the tons of greenwaste accumulated at the two locations.
The contractor will bring in shredding equipment larger than the county’s single, smaller machine, Tanigawa said. The contract period is 130 calendar days, or just over four months from the start of operations.
