LIHUE — Mayor Bernard P. Carvalho Jr. has signed a fifth supplementary emergency proclamation on Monday, Nov. 5, for the County of Kauai, extending the emergency relief period for damages sustained during the April flood.
The mayor’s fifth supplementary emergency proclamation further declares the provisions of all previous emergency proclamations. The disaster emergency relief period shall now continue until terminated 60 days after Nov. 5, or by a separate proclamation — whichever comes first.
This proclamation also extends an emergency rule and order prohibiting the operation of Transient Vacation Rentals in the Lumahai, Wainiha, and Haena area, and limiting the accessibility to said area.
Access in the areas listed above remains limited to the following persons, agencies, and organizations:
1. Residents (no visitors);
2. County/state/federal governmental employees and verified governmental contractors;
3. Employees and volunteers for the following types of non-governmental organizations:
a. Utility providers;
b. Recognized humanitarian/disaster response and recovery entities;
c. Insurance industry – Serving verified residents/property owners;
d. Residential or infrastructure construction/repair contractors – Serving verified residents/property owners;
e. Area businesses and non-profits engaged by County/State/Federal government in response/recovery operations; and
f. Other NGO entities, as approved or requested by the County of Kauai, State of Hawaii or the federal government.
4. Vehicles with a GVWR of 8 tons (16,000 lbs.) and under, with Hawaii Department of Transportation-authorized exceptions for appropriate emergency response vehicles.
The public is warned that any person violating this emergency rule and order shall be guilty of a misdemeanor. Upon conviction, the person(s) shall be fined not more than $5,000, or imprisoned not more than one year, or both.

Not saying much yet on the mayor’s job and responsibilities.
This is a continual problem that NEVER gets resolved. The infrastructure on this island is horrible. Cesspools, flooding w/ raw sewage, bad roads that cannot support the volume of traffic, filthy public restrooms, etc. The tourists spend 1.5 billion a year on this island. Where is it going? Salaries?? I will take my tourist dollars to the Big Island which spent wisely. Look at their infrastructure.
